Được tổ-chức lần đầu vào năm 1999, Khoá Huấn Luyện Tuổi Trẻ Người Mỹ gốc Việt (Vietnamese American Youth Leadership Conference, tắt là VAYLC) là một sinh-hoạt hàng năm của Nghị-hội Toàn-quốc Người Việt tại Hoa-kỳ (National Congress of Vietnamese Americans, tắt NCVA). Thường diễn ra trong ba ngày, khoá huấn luyện này có mục-đích giúp cho các em ở lứa tuổi cuối trung-học và mấy năm đầu đại-học (khoảng 17-25) chuẩn-bị ra đời bằng cách thâu thập một số kỹ-năng lãnh-đạo (leadership skills) như:
1. Tự-tín (Self-confidence). Có thể ăn nói, trình bầy gẫy gọn, dõng dạc trước lớp học hay trước công-chúng hoặc trong một cuộc phỏng vấn khi đi tìm việc. Biết cách viết résumé (lý-lịch, tiểu-sử công việc). Nhờ vậy có thể thuyết phục được người nghe.
2. Biết quản-lý tiền bạc (Financial Management). Biết cách độc-lập về mặt tiền nong khi ra đời để khỏi phải nợ nần, hoặc nếu có phải nợ như khi mua nhà mua xe thì biết trả đều đặn, không mất "credit rating" (mức khả tín đối với ngân-hàng, các chủ nợ).
3. Biết cách tạo mạng (Networking). Nghĩa là biết cách làm quen, trao đổi với những người trong cùng ngành nghề của mình để học hỏi hoặc giới-thiệu cho nhau tiến thân. Tạo mạng với những khách hàng là một hình-thức làm ăn buôn bán khéo léo. Tạo mạng, làm quen với những người có uy-tín trong cộng-đồng hay với những người có ảnh-hưởng trong chính-quyền địa-phương hoặc ngay cả ở mức tiểu-bang hay quốc gia cũng là một cách khôn khéo trong việc tìm cách tiến thân.
4. Biết làm việc theo dồng-đội (Teamwork). Đây là một kỹ-năng rất cần thiết trong những xã-hội tân tiến và ngày càng phức-tạp. Làm việc theo đồng-đội đòi hỏi mỗi người trong đó phải biết rõ phần-vụ của mình là gì, làm việc để ăn khớp với nhau trong công việc chứ không phải để đạp chân lên nhau hay cãi vã, đôi co (rất mất thời giờ và không được việc).
5. Biết cách tổ-chức công việc (Organization). Trong một công-ty hay hãng xưởng, bao giờ người ta cũng cố tìm ra những người có đầu óc lãnh-đạo đề cất nhấc. Muốn thế thì ta phải biết cách tổ-chức công việc cho điều hoà, công-bằng, sòng phẳng, không ai phải làm việc quá sức mình hoặc bị chèn ép.
6. Và cuối cùng, biết về hệ-thống công-quyền (Know the system). Chúng ta sống trong một xã-hội dân-chủ pháp-trị nên cần biết đâu là những quyền-hạn của bên Hành pháp (the Executive Branch) cũng như Lập pháp (the Legislative Branch), tức Quốc-hội, và Tư pháp (the Judiciary). Có thế chúng ta mới có hứng thú ra đóng góp với cộng-đồng, xã-hội, nhất là xã-hội chính-mạch.
Để tham-gia
Để tham-gia, các em và nhất là gia-đình các em nên sớm ghi danh bằng cách gọi số của Nghị-hội (703 971-9178) hoặc viết về địa-chỉ: NGHỊ-HỘI / NCVA, 6433 Northanna Drive, Springfield, VA 22150-1335, để lấy phiếu ghi danh (Registration Form). Hoặc thế, hoặc vào Trang Nhà của Nghị-hội (www.ncvaonline.org) để ghi danh trên mạng (on-line registration) bằng cách bấm vào mục VAYLC.
Ghi danh sớm, trước ngày 15/6/2011, thì lệ-phí đi dự 3 ngày chỉ có là $50. Sau ngày đó lệ-phí sẽ lên $60 một người và có khi không được đi vào một vài nơi đòi hỏi phải qua các thủ-tục an-ninh (như một vài công-sở).
Vậy xin các phụ huynh hãy chú ý để nhắc nhở các con em chóng làm thủ-tục ghi danh-càng sớm càng tốt, vừa được bớt tiền vừa giúp cho Ban Tổ Chức nắm được con số người tham-dự ngõ hầu thu xếp chu đáo nơi ăn, chốn ở.

VAYLC! WHAT IS IT"
VAYLC is the acronym for Vietnamese American Youth Leadership Conference. Started in 1999, VAYLC has become an annual three-day event organized by the National Congress of Vietnamese Americans (NCVA) to train young Vietnamese Americans in leadership skills such as:
1. Building self-confidence. This is to help the participants to gain self-confidence in front of the public or in facing an interviewer so that they can be persuasive and gain the audience's ears.
2. Good personal financial management. To become independent financially so as to avoid getting into debts. Even when necessary, to know how to avoid being in arrears so as to keep one's good credit rating.
3. Networking. To know how to make friends with people in the same field or allied fields. To know how to market and develop a clientele when in business. To know people who count in the community and/or people in government so that one knows where to turn in case one runs into obstacles or difficulties.
4. Teamwork. A crucial matter in an increasingly complex society, especially in the context of one's work place. This requires one's knowing exactly what is one's role in a team so as to facilitate coordination and production and not to become an impediment.
5. Organization. In a company or plant, the management is always on the lookout for individuals who have leadership, that is, people who could lead others in a smooth, fair and cooperative arrangement, so that no one feels he is discriminated against, gets more than one's share of burden and therefore participate willingly in the common task(s).
And finally, knowing the system. Living in a rule of law democracy it is imperative that we know how the system works, not just the Executive Branch (from the White House down to the various government departments and agencies) but also and especially, the Legislative Branch (Congress and the electoral process), and the Judiciary. Only then can one be a fully participatory member of society.
Cooperating Agencies
From the beginning, NCVA has been the main sponsor of every VAYLC since 1999. But over the years it has enjoyed the sponsorship and/or cooperation of many other agencies and organizations, including State Farm, Boat People S.O.S., the Vietnamese Boy Scout Movement, VATV etc. This year, MAUVSA (Mid-Atlantic Union of Vietnamese Student Associations) is a co-organizer and others, including VVA (Voice of Vietnamese Americans), AASuccess, and VAVA (Vietnamese American Voters Association), SBTN-Washington and the Vietnamese Boy Scout Movement are co-sponsors.

Don't miss the deadline, register early! You can register on-line by going into www.ncvaonline.org and click VAYLC 2011. Or you can call (703) 971-9178, which is the main number of NCVA, or write to: NCVA, 6433 Northanna Drive, Springfield, VA 22150-1335, to get a registration form. Registration by mail is the most trouble-free method.
Pre-registration (on or before June 15, 2011) is $50 for the three days of the conference. After that date, the fee will go to $60 and chances are you will miss some events because of security arrangements.
So please remember, and tell your friends, to register early! ASAP!
The conference itself is from June 24 to 26, 2011, in Arlington, Virginia!
