Dự luật nhân quyền cho Việt Nam 2005 do DB Chris Smith soan thảo đã được thông qua tiểu ban nhân quyền Hạ Viện và đã được các dân biểu sau đây đồng bảo trợ:
Joseph Crowley, Tom Davis, Bob Filner, Mark Green, Sam Johnson, Zoe Lofgren, Donald Payne, Mike Pence, Dana Rohrabacher, lleana Ros-Lehtinen, Edward Royce, Loretta Sanchez và Frank Wolf
Trong chiều hướng nới rộng đầu tư của Hoa Kỳ tại Việt Nam, dự luật nhân quyền cho Việt Nam HR-3190 sẽ khó thông qua tại phiên khoáng đại Hạ Viện nếu chúng ta không vận động được thêm một số dân biểu đồng bảo trợ trước khi dự luật được bỏ phiếu.
Vì vậy chúng tôi tha thiết ước mong quí đồng hương vận động các dân biểu tại địa phương của quí vị; đặc biệt là các dân biểu có tên trong danh sách sau đây, là những dân biểu đã từng bảo trợ cho dự luật nhân quyền cho Việt Nam 2001 và 2003, nhưng chưa bảo trợ dự luật nhân quyền cho VN 2005:

Dear Congressman __:
We call on you to support the Vietnam Human Rights Act of 2005, HR-3910, soon to be marked up in the House of Representatives. A similar bill was introduced in the House in 2003 and 2001, and passed by a margin 323-45 and 410-1, but was stalled in the Senate.
Since the U.S. Congress ratified the Bilateral Trade Agreement with Vietnam, human rights conditions in that Communist country have not improved. Hundreds of individuals have been arrested and detained for peacefully voicing their opinions or for practicing their religions.
Vietnam hopes to be granted Permanent Normal Trade Relation with the United States and to join the World Trade Organization later this year. President Bush will attend the Asian Pacific Economic Cooperation (APEC) Summit in Ha Noi, Vietnam, in November. This is an opportune juncture to put pressure on Vietnam to make genuine political reforms and to liberalize their policies towards religions and human rights.
It is important that our government puts Vietnam on notice that doing business with that country does not mean that we condone its gross violations of human rights. Please be an original co-sponsor of the Vietnam Human Rights Act 2005, HR 3190.
