Hon. _________
U.S. House of Representatives
Washington, DC 20515
Attn:_______
Dear Congressman _________,
We understand that you will soon join a Congressional delegation to Vietnam. We applaud your taking part in this fact-finding trip at this critical juncturẹ
The Vietnamese government hopes to obtain Permanent Normal Trade Relation with the ỤS., enter the World Trade Organization, and welcome the President Bush to the Asian Pacific Economic Cooperation Summit later this year. It is therefore in Vietnam’s best interest to present itself to the world as a country in transition to a free market and open societỵ
In light of that promising prospect, we would like to request your personal intervention on the following issues:
(1) Secure Vietnam’s full cooperation with the ỤS. Priority One Refugee Program by according open and free access to ỤS. interviewing officers and by issuing exit visas to all cases of interest to the ỤS.
(2) Secure the release of all political and religious prisoners, many of who have been identified by our Department of Statẹ
(3) Ensure that Vietnam recognizes the Unified Buđhist Church of Vietnam and all Christian and Buđhist house churches that have requested official recognition of their legal status and religious activities.
(4) Request that the Vietnamese government investigates and prosecutes all local and provincial officials that have grossly violated religious freedom, in compliance with the agreement that Vietnam signed with the ỤS. on May 5 of last year to avoid economic sanctions linked to the Country of Particular Concern (CPC) designation.
By taking the above actions, Vietnamese leaders will demonstrate their genuine desire to promote democratic reforms, the rule of law, and respect for religious freedom and human rights.
Sincerely,
